East Bay Asian Local Development Corporation Names Andre H. Madeira as New CEO

OAKLAND, CA — The East Bay Asian Local Development Corporation (EBALDC) announced today the appointment of Andre “Andy” H. Madeira as the nonprofit community development organization’s Chief Executive Officer. Madeira’s selection concludes a months long and nationwide search for a leader to take the helm of EBALDC and guide the next phase of the organization’s work in shaping healthy neighborhoods through their innovative approach to community development. He will assume the position of CEO on March 1, 2021.

“We are thrilled Andy will be leading EBALDC in this next phase of our work, bringing together people and resources to co-create healthy, vibrant and safe neighborhoods where everyone has a place to call home,” said Sean Sullivan, Chair of EBALDC’s Board. “Andy’s personal and professional experiences will position EBALDC to further scale our impact and help create a region that works for everyone.”

Madeira comes to EBALDC with 30 years of experience in affordable housing and community development, most recently working at Eden Housing, Inc., where he served as Senior Vice President of Real Estate Development. Under his leadership, Eden Housing greatly expanded their new construction pre-development pipeline, recapitalized and renovated their existing portfolio, grew the organization’s financial reserves and extended its impact by opening development offices in Monterey and San Diego, California.

“EBALDC’s greatest strength has always been in the depth and breadth of leaders across the organization — a strength that Andy is committed to leaning in to,” said Charise Fong, Interim CEO and COO of EBALDC. “With Andy at the helm, and with the dedication and creativity of our staff, residents and other community partners, we will continue to expand our Healthy Neighborhoods impact.”

In addition to his technical expertise in developing and financing affordable housing, Madeira is committed to building and supporting leadership in the communities he serves. At Eden Housing, he developed and implemented a “career ladder” promotional path from Project Administrator through Project Manager and hired full year, paid interns through Non-Profit Housing Association of Northern California’s Bay Area Housing Internship Program.

“I am grateful for the unwavering leadership that EBALDC has brought to their work in Oakland for 45 years,” said Mayor Libby Schaaf. “Andy’s unique expertise in identifying and implementing creative solutions to the housing crisis in communities across California will enhance EBALDC’s bold and innovative team of leaders. We look forward to working with Andy and the EBALDC team to continue our critical work together to improve the health outcomes and wellbeing of all our city’s residents.”

Prior to his time with Eden Housing, Madeira was a Senior Banker with JP Morgan Chase in the Community Development Banking division where he was responsible for originating construction and permanent loans for affordable housing and community development across Northern California. He also served as Director of Real Estate for BRIDGE Housing Corporation in San Francisco.

“I am honored to have the opportunity to lead this bold and innovative organization so committed to a vision of equity, social justice and good health for all,” said Madeira. “After 45 years of partnering with residents and local leaders — not to mention fellow community development corporations, government officials, private enterprise and public health institutions — to co-create neighborhood solutions, EBALDC is poised to achieve even greater impact in the years to come. I look forward to diving into the work with this extraordinary team.”

Madeira serves on the Board of the Non-Profit Housing Association of Northern California as well as the Board of Community Vision. He received a J.D. from Boston University School of Law and a B.A. in Economics with Honors from the University of California at Santa Cruz.
