EBALDC Appoints Capri Roth as Executive Vice President of Real Estate Development
Oakland, California— The East Bay Asian Local Development Corporation (EBALDC) is excited to announce the appointment of Capri Roth as Executive Vice President of Real Estate Development. Roth will lead EBALDC’s Real Estate Development department in the acquisition, development, and rehabilitation of EBALDC’s affordable housing and commercial portfolio, including a pipeline of over 1,100 housing units spread across 13 properties.
Since Roth joined EBALDC in 2016, she oversaw the development, acquisition, and rehabilitation of 558 affordable housing units and 20,000 square feet of community-serving commercial space, representing over $300 million in asset value. Rooted in her belief that everyone should have an affordable and safe place to live and that all communities should be highly-resourced neighborhoods, Roth is an active policy and community advocate. She participates in the Nonprofit Housing Association of Northern California’s (NPH) Legislative and Regulatory Issues working groups and advocacy campaigns with East Bay Housing Organizations (EBHO).
Prior to EBALDC, Roth was a Project and Asset Manager for Terrex Development Corporation, where she oversaw the development of 320 affordable housing units in Northern California and Minnesota with a total asset value of $120 million.

“When I joined EBALDC in 2016, I was energized by the organization’s thoughtful approach to holistic place-based community development,” said Roth. “Since then, I’ve seen firsthand how the development of affordable housing and mixed-use community assets provide anchors for renewed investment in under-resourced neighborhoods in the East Bay,” she continued. “I’m excited about the opportunity to lead EBALDC’s talented Real Estate Development team and to implement EBALDC’s Healthy Neighborhoods vision moving forward,” she added.
“Capri’s vision of affordable and safe communities for everyone aligns perfectly with EBALDC’s Healthy Neighborhoods approach to community development,” said CEO Andy Madeira. “Her expertise, leadership skills, and passion will help EBALDC expand our work building affordable housing and bringing our healthy neighborhoods approach to more communities,” he continued. “Capri’s leadership in housing policy and advocacy in the East Bay will be integral to EBALDC’s and coalition members efforts to ensure policymakers view place-based community development organizations as an essential function of affordable housing development,” he added.
Roth earned her M.B.A. from Lehigh University, where she received a Martindale Fellowship and a B.A. from The New School.
