Milpitas, CA—In partnership with the Santa Clara Valley Transportation Authority (VTA), East Bay Asian Local Development Corporation (EBALDC) is excited to announce that VTA has selected EBALDC for a three-phase redevelopment of the VTA Great Mall Station transit-oriented development (TOD) site in Milpitas. 

This proposed project leases space at the VTA Great Mall Station, where EBALDC will collaborate with VTA, Mithun, BFK Engineers, and Rhoades Planning Group to bring a multimodal, mixed-use community that will reimagine a former bus station and park-and-ride lot into a vibrant mixed-use hub.
 
EBALDC’s development proposal includes:  

  • Up to 400 new homes, including affordable family and senior housing 
  • Activated ground floor community-serving space 
  • A connected intermodal transit plaza  
  • Mobility improvements for pedestrians, bicyclists, and transit riders

EBALDC has been working in community development for 50 years, using a multi-faceted approach to creatively and comprehensively meet community needs. EBALDC serves over 4,000 residents annually across 2,300 units in existing properties. Additionally, EBALDC is home to over 100 small businesses and non-profits through its commercial real estate work.   

VTA’s Transit-Oriented Development Program creates mixed-use, mixed-income developments on VTA land through partnerships with nonprofits, private developers, and public sector agencies. VTA remains the landowner over the project’s life and has a long-term commitment to the success of every development.   

With established experience in TODs at the Fruitvale, Lake Merritt, and North Berkeley BART Stations, EBALDC is excited to bring this knowledge to Milpitas. EBALDC is working with public agencies to bring much needed affordable housing to our communities. Nearly 75% of future residential units in EBALDC’s pipeline are located on public sites, including city, county, housing authority, and transit agency properties. EBALDC sees this project as one that will enable residents, commercial tenants, transit riders, and the larger neighborhood, to have access to community benefits and opportunities.
