Thank you for your interest in finding housing at East Bay Asian Local Development Corporation (EBALDC).
When a waitlist or interest list opens, where to pick up and how to return the pre-application for that opening will be publicly announced and posted on this web site.
Applications for properties that have open waiting lists will be listed on this page. All other properties are not accepting applications at this time. If you have any questions regarding a particular property, please contact the Property Manager. The Property Manager will be able to answer any questions you might have and can provide you with pertinent information about the property, location and application process.
Each of our properties requires a separate application, so please be sure to apply for each individual property that interests you and follow the instructions on how to submit the application.
Pre-applications are normally available to access or download on this web page. Depending on the opening, pre-applications may be:
- Accessed and submitted online only
- Downloaded from this website and/or picked up at the property site only
- Returned in person or by mail only
All requests for reasonable accommodations will be considered.
The process and eligibility requirements do differ by list opening/building so please take note of individual announcements.
General Information
EBALDC leases its vacant units by selecting applicants from the property’s waiting list. There are different kinds of waiting lists at EBALDC, depending on the property and/or unit type. Unit types include Below Market Rate/Affordable Housing (BMR) units, Project-Based Voucher (PBV) units and Moderate Income (Housing Acquisition Fund – HAF) units.
Project Based Voucher (PBV) Waiting Lists are used to lease vacant PBV units at certain EBALDC properties. These properties open and manage their own site-based PBV waiting list. PBV units are governed and subsidized by the Oakland Housing Authority (OHA) and Housing Authority of Conta Costa County where rents are typically 30% of household income.
The Housing Acquisition Fund (HAF) Portfolio Waiting List is used to lease vacant Moderate-Income units at EBALDC.

Applicants currently on EBALDC property waiting lists are responsible for updating EBALDC in writing whenever their pre-application information changes.

West Grand and Brush Apartments
Pre-applications for the lottery can be completed online through the Alameda County Housing Portal at https://housing.acgov.org/. Applicants who are unable to access or complete the pre-application online may contact our leasing office at (510) 631-1328 or westgrandbrush@ebaldc.org to request a reasonable accommodation or modification during the open lottery period. Paper pre-applications will be available for pick-up at 1825 San Pablo Ave, Suite #200, Oakland, CA 94612, on December 12th and 13th from 10:00 AM to 3:00 PM. They can also be downloaded online for printing. Completed paper applications must be mailed to 1825 San Pablo Ave, Suite #200, Oakland, CA 94612, Attn: WGB, and must be postmarked no later than December 24, 2024.
