34th and San Pablo (34SP) is groundbreaking in 2026, and we are excited to see this cornerstone San Pablo Avenue project meet another milestone. 34 SP is located next to EBALDC's historic California Hotel and will provide 60 new affordable homes in this West Oakland neighborhood.

We are excited to partner with Abode on both the development of this affordable housing community and the resident services support. 

50% of the project's units to be permanent supportive housing units for homeless families and individuals, with the other 50% of units affordable for households up to 50% AMI to prevent further displacement of Low and Very Low-Income neighborhood residents due to rising rents. We want West Oaklanders to be able to remain in their community as the neighborhood's economy improves and households build wealth.

The project will also include approximately 700 square foot of ground floor, community-serving commercial space that will be leased at below market rate to non-profit organizations and/or arts and cultural users and will aim to help revitalize the surrounding neighborhood.

EBALDC has activated the project site during the pre-development period with the “SPARC-it-Place,” an interim community event space and pop-up marketplace. EBALDC organized regular events at the space, including local entrepreneur showcases, resident arts & crafts nights, and pop-up food events. In addition, EBALDC leased the space to community organizations such as Third Eye Soul Kitchen and West Oakland Cultural Action Network. 

The building has been designed, and will be certified, under Build-It-Green’s GreenPoint Rated program targeting Platinum Level as well as LEED’s Gold level. This all-electric building includes many sustainable building strategies including, but not limited to, units being served tempered and filtered air by a central HRV system, hot water will be supplied through an efficient heat pump system, and solar panels. The project team anticipates many additional sustainable building features as the project progresses through the design process.  

Community Planning and Placemaking

EBALDC works directly with neighborhoods and residents, especially those who have been underrepresented, to co-create spaces that reflect their needs and interests.

SiteMatter Studio is the selected artists for the permanent public art installation at our 34th & San Pablo affordable housing development in West Oakland.

Their concept, Figurative Tapestry, is a large-scale installation of layered, perforated metal panels filled with silhouetted portraits of West Oakland community members. From the street it reads as a shifting mosaic of light and color, when up close, you see faces. Look through the cutouts, and you see the neighborhood framed by the people who shaped it.

Portraits will be gathered through community recommendations and free, professional, public photo sessions.
