EBALDC Appoints Amy Chan as CFO and Ener Chiu as Executive Vice President of Community Building
Chan to lead EBALDC in shaping its next phase of growth
Chiu to expand community programs in East Bay
Oakland, California — As part of its vision for growth, the East Bay Asian Local Development Corporation (EBALDC) announced the appointment of Amy Chan as Chief Financial Officer (CFO) and Ener Chiu as the inaugural Executive Vice President for Community Building. Chan and Chiu join the recently appointed Chief Executive Officer, Andy Madeira, in shaping EBALDC’s next chapter after 45 years of serving the East Bay communities of Oakland, San Pablo, Emeryville, and Richmond.
Chan most recently was the Chief Financial Officer of Marin Housing Authority, where she was responsible for the strategy and oversight of finance, administrative, and IT functions, managing an annual budget of $63 million. She started her career in public accounting, working with various firms, including Ernst & Young and PricewaterhouseCoopers, and includes financial management of real estate portfolios ranging from a 3,000 unit / $250 million student housing portfolio to a $1 billion portfolio of commercial and industrial spaces.

“I am excited to join EBALDC because it feels like a homecoming,” said Chan. “Growing up in the East Bay, our family frequented the Asian Resource Center almost every weekend,” she continued. “These fond memories of Oakland and these spaces created for and by community connection have supported me personally, and it is a gift to be able to give back in any way that I can,” she added. “EBALDC is a well-established community anchor; my role will be to solidify its long-term financial sustainability during this quickly evolving and ever-changing social, political, institutional, and financial landscape.”
Chan holds a B.S. in Business Administration and Accounting from Cal State University, East Bay Hayward. She is a Certified Public Accountant (CPA) and speaks Cantonese.

Chiu has been with EBALDC since 2004. He spent the majority of his time in Real Estate Development. Most recently, he was overseeing a team of 10 staff, a pipeline of more than 550 affordable homes, and several large-scale joint venture public-private partnerships. “At EBALDC, we believe that individuals and families thrive when they live and work in neighborhoods that are affordable, integrated, and safe,” said Chiu. “This is why we invest in building homes for low-income residents, we connect tenants, mission-driven organizations, and small businesses to resources, we advocate for and build public spaces, and we nurture the relationships that hold communities together,” he continued. “We’re excited to scale our effective and collaborative work and show how these focused interventions can lead to positive community outcomes across the East Bay.”
Ener Chiu, Executive Vice President of Community Building
Chiu has been a champion of community building in the East Bay since 2008. He serves on the Founding Board of the Oakland Chinatown Coalition. He organizes nonprofits, residents, business owners, and employees to advocate for planning policies and development projects that would directly benefit the people living and working in Oakland. His fingerprints are on several initiatives where he helped start community benefit organizations and a Mandarin immersion charter school. Chiu serves on the Board of the Jack London Improvement District and is the Co-Founder and Steering Committee member of the Friends of Lincoln Square Park. Chiu holds a Master’s degree in City and Regional Planning from UC Berkeley. He speaks Spanish and Mandarin.
