The VTA Great Mall site represents an important opportunity to support community and climate resilience in the South Bay. Up to 400 new homes including affordable family and senior housing—along with a suite of community-serving commercial spaces—create a new landmark at a transit hub in this high resource neighborhood.

A former bus station and park-and-ride lot reenvisioned as a welcoming space—enlivened with public art and community amenities—works in tandem with new housing to create a welcoming, active public realm promoting inclusion, safety and transit ridership.

  • Mobility improvements for pedestrians, bicyclists, and transit riders

Community Planning and Placemaking

EBALDC works directly with neighborhoods and residents, especially those who have been underrepresented, to co-create spaces that reflect their needs and interests.

Through a combination of multilingual outreach, community workshops, and personal conversations, the process is designed to be accessible and transparent, so the resulting places are deeply grounded in trust, shared ownership, and local identity.
