At EBALDC, we envision healthy, safe, and vibrant neighborhoods for our families and our communities.

As Oakland’s largest affordable housing provider, our approach to building healthy neighborhoods starts with a stable and safe place to call home. We oversee more than 2,100 homes for 4,000+ people and have a long history of developing innovative partnerships with residents, local leaders, and organizations. We work with organizations like United Way Bay Area, Alameda County Community Food Bank, Black Cultural Zone, La Clínica, Mercy Brown Bag, Asian Health Services, Asian Pacific Environmental Network, and Destiny Arts Center, among others, to ensure residents have what they need to thrive, in neighborhoods where communities are engaged in shaping their future.

Many of our projects reflect these long-standing community collaborations:

  • The San Pablo Area Revitalization Collaborative (SPARC), for example, is a resident-led collaborative dedicated to improving the health and well-being of over 10,500 residents living along the 1.5 mile stretch of the San Pablo Avenue corridor in West Oakland. Formed in 2014, SPARC is a partnership of 25+ residents, organizations, and institutions working to take actions that create long-term health benefits for low-to-moderate income and long-time residents of three West Oakland neighborhoods – Clawson, Hoover-Foster and McClymonds.
  • For years, EBALDC has performed the backbone function, providing meeting space and critical staff support, for the Healthy Havenscourt Collaborative (HHC), a group of local organizations working closely with residents in and around the East Oakland community to improve long-term neighborhood health outcomes. HHC was recently selected by California Accountable Communities for Health Initiative (CACHI) in a rigorous multi-step review process to implement an Accountable Community for Health (ACH), a platform to align local health and social services while centering community voice and equity.
  • In Oakland’s Chinatown, for over a decade, EBALDC has been a Steering Committee member of the Oakland Chinatown Coalition, an umbrella group of local community-serving entities, like nonprofits, churches, health clinics, and community centers, dedicated to collectively advocating for Chinatown area community needs in large-scale planning efforts with tremendous impact on the neighborhood, such as development around the Lake Merritt BART station, building on shared community assets, and achieving shared goals for community health and prosperity.
  • This is all part of how EBALDC works with neighborhood partnerships to prioritize a collaborative approach to neighborhood revitalization.

The impact of our long-standing commitment to supporting healthy neighborhoods became visible during the pandemic. Over the last three years, our team worked with our partners to reduce social isolation through wellness calls and food delivery. We made sure residents had the financial support they needed by providing financial coaching and tax preparation. We also kept the richness of our neighborhoods alive by helping our small businesses and nonprofit tenants navigate the challenges and changes brought on by the pandemic.

As the needs of East Bay neighborhoods evolve, EBALDC continues to meet those needs. Between now and 2028, EBALDC will build nine new residential developments, expanding affordable housing options in Oakland by 1102 units. Our history as an anchor in Oakland gives us the unique ability to lead these projects, and we’re entirely committed to their success. As we continue to develop and manage diverse, mixed-income complexes and communities, we’ll continue to support residents not just with housing, but with other supports, like access to healthy food, quality jobs, childcare, and financial services.

This Thursday, September 7th, EBALDC will celebrate 48 years of building healthy neighborhoods.  As a friend and supporter of EBALDC’s work, we are grateful that you will continue to be here with us as we have been here for Oakland, and that we will be able to celebrate many more years together.
